Short-Term Camp Administration

What is a Short-Term Camp?

A short-term camp is any council-organized overnight camping program, whether one-time or continuing, that is one, two or three nights in length where the council or its agents provide the staffing and may provide program and food services, and includes camps conducted off council properties. National training courses are subject to the short-term camp requirements, regardless of format or duration.

As subsets of the council, “council-organized” also includes any district level programs.

BSA National Camp Standards

The National camp standards evaluate the facility, staff, and program. All 3 of these areas MUST considered when assessing short term camps.

Short-Term Camp Administrator (STCA) form submittal process and timeline:

90 days prior to camp STCA complete, scan email required forms to Brian Dungan 

  • If Camp held at non-NCAP Camp property*, submit the NCAP Site Appraisal Form here
     
  • Submit NCAP Local Council Authorization & Assessment Declaration – “PART A” here

* Minsi Trails Council camp properties (Camp Minsi and Trexler Scout Reservation) are NCAP accredited facilities and do not require the Site Appraisal Form

“Day of” Event STCA will visit location and confirm all to standards

  • Sign NCAP Local Council Authorization & Assessment Declaration – “PART B. Scan and email to Brian Dungan  the next business day

Health Officer Requirements

  • For SQ-405, the Minsi Trails Council camp properties (Camp Minsi and Trexler Scout Reservation) are 10 minutes or less from emergency services. Therefore, at least American Red Cross Standard First Aid and CPR/AED for Professional Rescuers and Health Care Providers, or equivalents, are required for the Health Officer at the council camps.   • If your event is taking place outside of one of the Council camps, please be sure to check the access time to EMS and follow the Health Officer qualifications as required.
     
  • Heath Officers are required to complete this self-paced online training Camp Health Officer Training for Day Camps and Short Term Camps (scouting.org) give a copy of the completion form to your STCA and have him or her initial it
